The purpose of.this inspection was to ascertain whether:the licensee has ;

developed programs for the control and evaluation of surveillance testing,

calibration, and inspections required by Section 4 of the Technical Specifications (TS). In addition, reviews of the licensee's programs for the inservice inspection of pumps and valves, as described in 10 CFR ,

Part 50.55a(g), and the calibration of safety-related instrumentation, not 1 specifically controlled by TS, was conducted. Pursuant to these objectives, ;

" Repair / Replacement Program," dated February 3, 1989 The inspector then selected a. sampling of TS surveillance requirements and reviewed associated licensee surveillance test procedures (STPs) and an appropriate number of test result records for each procedure. In addition, the inspector selected records of loop calibration reports for safety-related instrumentation calibration not required by the T Instrumentation calibration records were ' principally related -to locally mounted instrument The TS surveillance requirements, together with the associated STPs and a listing of instrumentation calibration records reviewed by the inspector, are tabulated in the attachmen The inspector determined that the required surveillance were being scheduled and performed in accordance with approved procedures. The appropriate acceptance criteria were specified in the procedures and, where necessary, test exceptions were noted, evaluated, and dispositione The licensee had incorporated approved reliefs from the ASME Section XI inservice testing of pumps and valves program into controlling surveillance test procedures. The licensee methods for tracking surveillance tests appeared sufficient and incorporated ancillary desired items (e.g.,

rotation of loads on chilled water system heat exchangers). In addition to the above, the licensee had established a preventive maintenance (PM)

program which included non-TS calibration of in-plant instrumentatio The controlling PM procedure addressed instrument calibration contingent upon usage frequency, corrective maintenance, and trending analysis. The reviewed program procedures appear sufficient and comprehensiv During review of the TS requirements for the testing of licensee's station batteries, the inspector noted that either a battery performance discharge test or a battery service discharge test may be conducted. The inspector ;

questioned whether or not there had been modifications which added loads to the station batteries. The inspector noted to the licensee that modifications could affect the validity of the load profiles specified in TS; therefore, a formal design analysis should be performed following a design modification and prior to plant startup. The inspector note l through discussions with the engineering staff and reviews of applicable !
