Additionally, job coverage by radiation protection personnel was reviewed, Observations and Findinas On October 10,1997, the inspector observed a radiation protectio ,chnician working on the 95 foot elevation of the fuel storage building reach into a pvated contaminated area without adhering to the anti-contamination clothing required by radiation work permit (RWP)97-002, Revision 1. The Anti-Contamination Clothing Requirements Section of RWP 97-002, Revision 1, listed the minimum anti-contamination clothing requirements as * booties and gloves." The inspector observed the radiation protection technician reaching across a radiological contamination boundary handling and smearing approximately 60 pieces of potentially contaminated scaffolding poles and boards wearing only cotton glove liners. When the inspector questioned the radiation protection technician, regarding his RWP anti-contamination clothing dress requirements, he stated that he was in error. The inspector noted that the technician donned rubber gloves before continuing his tas A review of the radiological survey indicated that the scaffolding pieces were contaminated to levels ranging from 4,000 to as high as 50,000 disintegration per minute per 100 squared centimeters (dpm/100cm2) During discussions with the radiation protection supervisor responsible for the area, the inspector was informed that about 1/3 of the scaffolding pieces were contaminated to these levels. When asked by the inspector, what the minimum anti-contamination dress requirements were for RWP 97-002, Revision 1, the radiatiori protection supervisor stated rubber booties and rubber or latex glove Technical Specification 5.4.1.a. states, in part, that written procedures shall be implemented covering the applicable procedures recommended in Appendix A of Regulatory Guioe 1.33, Revision 2,1978. Appendix A of Regulatory Guide 1.33, Section 7.e.1 recommends procedures for the radiation work permit syste Section 7.2 of Station Procedure RBNP-024, Revision 7, " Radiation Protection Plan,"

states, in part, " Work is performed in RCAs in accordance with approved RWP's
