River Bend Station

NRC Inspection Report 50-458/97 11

This routine, announced inspection focused upon specific areas of the licensee's physical

security program. These' areas included review'of records and reports, testing and

maintenance, vital area barriers and detection aids, alarm stations,' communications,

lighting, security plans and procedures,' compensatory measures, access control of

personnel and packages,~ management support, and security program audits.

Plant Sucoort

.*  ; A very good records and reports program was in place. Trending and analysis was

excellent'(Seetion S1 1).-

  • Security systems were repaired in a timely manner. An excellent testing and

maintenance program was conducted and was properly documented (Section S2.1).

  • . Vital barriers would provide effective delay of any barrier penetration attempts.

Controls of security locks and keys was very good (Section S2.2). t

  • The alarm stations were redundant and well protected. The operators were ofert

and well trained (Section~ S2.3)

  • . A good security radio communication system was maintained. A proper number of

portable radios was available for members of the security organization 1

  • - . Security lighting inside the protected area was excellent. The protected area was

maintained free of clutter (Section S2.5)

  • Security plan changes were submitted in accordance with NRC requirements and 1

the changes had not decreased the effectiveness of the plans. Security procedures

were consistent with the securityf plans (Section S3.1). .

  • A violation was identified involving the failure of the video capture system to have l

audible alarm capabilities. Security personnel were well trained on the program

requirements (Section S4.1). ]

  • A very good program for searching personnel and packages was maintained.

Security personnel operating the equipment were well trained (Section S4.2)

  • - Senior management support for the security organization was strong. The security

program was implemented by a well trained and highly qualified staff

(Section S6.1).

  • The annual security prcgram audit was performance based. The overall quality of

the audit was excellent (Section S71).
