Two procedures and two forms that implement the WCGS RERP have been revised. The revised documents are identified below: Procedures AP 06-004, Rev. 4 EPP 06-019, Rev. 9 Effective Dates June 1, 2016 May 31, 2016 Forms EPF 06-011-02, Rev. 4 EPF 06-018-12, Rev. 15 Effective Dates May31,2016 June 14, 2016 The attached summary of the changes to the implementing procedures and to the implementing forms explains that these changes do not reduce the effectiveness of the WCGS RERP. This letter contains no commitments.

Procedure AP 06-004, "Equipment Important to Emergency Response," Rev. 4 The allowed time until restoration for the Technical Support Center (TSC) diesel generator in step A.4 and for the Emergency Operations Facility (EOF) diesel generator in step A.5 has been changed to allow more than seven days for restoration with prior approval by the Superintendent Emergency Planning so minor changes in the completion schedule for diesel generator repairs would not conflict with restoration requirements.

The functional importance determination criticality code assigned to emergency response sirens in the second note before step 8.4 has been removed to ensure that siren repairs are appropriately and consistently prioritized in accordance with the WCGS work prioritization procedure.

The changes to steps A.4, A.5 and B.4 continue to support compliance with the planning standards in 10 CFR 50.47(b)(8) and 10 CFR 50.47(b)(9) by ensuring accurate identification and implementation of compensatory measures and by ensuring restoration of equipment that maintains the WCGS emergency assessment capabilities.

Therefore, these changes to procedure AP 06-004 do not reduce the effectiveness of the WCGS RERP. 2. Procedure EPP 06-019, "Alert and Notification System Sirens," Rev. 9 Step 6.1 was revised to provide guidance for determining whether the loss of emergency response sirens should be reported to the Nuclear Regulatory Commission in accordance with the WCGS reporting procedure.

The functional importance determination criticality code assigned to emergency response sirens in the note before step 7.2.3 has been removed to ensure that siren repairs are appropriately and consistently prioritized in accordance with the WCGS work prioritization procedure.

Additional editorial changes were made in numerous steps. The changes to steps 6.1 and 7.2.3 support compliance with 10 CFR 50.47(b)(5) and 10 CFR Part 50, Appendix E, Section IV.D.1 by enhancing guidance for notifying the public and response organizations.

Therefore, the changes to procedure EPP 06-019 do not reduce the effectiveness of the WCGS RERP. 3. Form EPF 06-011-02, "Field Team Brief," Rev. 4 Numerous changes in terminology were made to clarify guidance for Emergency Response Organization personnel who brief joint radiological monitoring teams and to align the terminology used in this form with current practices.

The changes to form EPF 06-011-02 support compliance with 10 CFR 50.47(b)(6) and 10 CFR Part 50, Appendix E, Section IV.E.9 by enhancing communication capabilities for emergency response personnel.

Therefore, these changes do not reduce the effectiveness of the WCGS RERP.

Form EPF 06-018-12, "Emergency Operations Facility Inventory Checklist," Rev. 15 Entry keys to the Incident Command Post (ICP) were added to the inventory for the ICP Radiation Protection Liaison Kit Rolling Cart. These keys provide independent access to the ICP for responders to a hostile action-based event. Adding the entry keys to the inventory supports compliance with 10 CFR 50.47(b)(8) and 10 CFR Part 50, Appendix E, Section IV.G. Therefore, this change to form EPF 06-018-12 does not decrease the effectiveness of the WCGS RERP.
