River Bend Station - Unit 1 Docket No. 50-458/ Report 85-82 This letter responds to the Notice of Violation contained in NRC I&E Inspection Report No. 50-458/85-82. The inspection was conducted by Mr. R. E. Baer during the period December 16-20, 1985 of activities authorized by NRC Operating License NPF-47 for River Bend Station Unit No. 1.

Gulf States Utilities Company's (GSU) response to the Notice of Violation 85-82-01, " Failure to Properly Calibrate the Containment High Range Radiation Monitors", is provided in the enclosed attachment. This completes GSU's response to the Notice of Violation.

FAILURE TO PROPERLY CALIBRATE THE CONTAINMENT HIGH RANGE RADIATION MONITORS REASON FOR VIOLATION The failure to calibrate the Primary Containment Area Radiation Monitors for all range decades versus every other range decade above 10 R/hr occurred as a result of Technical Specification Requirements being interpreted by Plant Staff differently than the NRC Inspector. Technical Specification Table 4.3.7.5-1 states that "The CHANNEL CALIBRATION shall consist of an electronic calibration of the channel, not including the detector, for range decades above 10 R/hr...".

The calibration instructions in Surveillance Test Procedure (STP) 511-4249, "RMS-Primary Containment Area Radiation Monitor 18 month CHCAL (lRMS*RE16A)", identified the electronic calibration on the primary containment area radiation monitor to include every other decade range between 0 and 100 percent full scale range. This STP was being performed to meet the intent of Technical Specification Table 4.3.7.5-1. However, River Bend Station has revised the applicable STP's to electronically calibrate all range decades above 10 R/hr as identified in the subject violation.

CORRECTIVE STEPS WHICH HAVE BEEN TAKEN AND THE RESULTS ACHIEVED A review of STP 511-4249 has been performed to determine the needed corrections. The procedure has been revised to include additional steps for calibrating the monitor for all range decades instead of every other range decade.

CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATIONS To prevent similar violations, the remaining STP's for safety related Containment and Drywell Area Radiation Monitors requiring calibration were also reviewed. The results of the review identified that STP-511-4250, "RMS-Primery Containment Area Radiation Monitor 18 Month CHCAL (1RMS*RE16D)",

STP-Sil-4289, "RMS-Primary Drywell Area Radiation Monitor 18 Month CHCAL (1RMS*RE20A)", and STP-511-4290, "RMS-Primary

failed to electronically calibrate the monitors for all range decades above 10 R/hr. The necessary changes have been incorporated to address calibrating the monitors for all range decades. The procedures have been approved.

The monitors will be calibrated for the ' range decades not previously performed. This will be accomplished for the monitors associated with STP-511-4249, STP-511-4250, STP-511-4289 and STP-511-4290.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED A. The affected Surveillance Test Procedures have been revised.

B. The affected monitors are scheduled to be calibrated, for the range decades not previously performed, by March 31, 1986.
