Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Technical Specification Change VANTAGE 5 Reload Gentlemen:

By letters dated May 20, 1988 and June 20, 1988, South Carolina Electric &

Gas Company (SCE&G) requested a revision to the Technical Specifications for the Virgil C. Summer Huclear Station in support of refueling and operating the Virgil C. Summer plant with VANTAGE 5 improved fuel design. In support of the safety analyses for the referenced letters, the volumes of borated water to provide shutdown margin was calculated and compared to existing Technical Specifications to determine their continued applicability. Sub-sequently, SCE&G determined that the calculated minimum water volumes for VANTAGE 5 did not make allowances for water not available for injection.

Repeating the comoarisons using contained water volume shows that two Technical Specifications are affected.

The revised borated water volumes for Technical Specification 3.1.2.6, "Borated Water Sources-0perating," requires increasing the minimum boric acid storage tank level to 14,000 gallons. This Technical Specification had been previously submitted in the May 20, 1988 letter revising the minimum boric acid storage tank volume to 13,300 gallons. The current minimum contained water volume for the refueling water storage tank bounds the revised volume, accounting for unusable water.

Under the previous analysis, a change to Technical Specification 3.1.2.5, "Borated Water Sources-Shutdown," was not required. However, the revised analysis requires 51,500 gallons for the refueling storage tank instead of 37,900 gallons currently. A change to the boric acid tank minimum volume is not required.

The attachment to this letter forwards the correction to Technical Specification 3.1.2.6, the new change to Technical Specification 3.1.2.5, the revised Technical Specifications Bases, and the revised pages to Attachment 1 of the May 20, 1988 submittal. The Attachment 1 pages should replace those previously provided on a one for one basis. These changes have been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.
