Dear Mr. Mcdonald:

Subject:

Completion of Review of Reactor Pressure Vessels for Compliance with the Pressurized Thennal Shock Rule - Joseph M. Farley Nuclear Plant, Units 1 and 2 We have completed our review of your January 20, 1986, submittal relating to 10 CFR 50.61 (50 FR 29944 dated July 23,1985) for Joseph M. Farley Nuclear Plant, Units 1 and 2. The enclosed evaluation concludes that the reactor pressure vessels meet the pressurized thermal shock screening criteria for a projected 32 effective full power years of operation.

However, licensees are required to update the assessment whenever changes in core loadings, surveillance measurements, or other information indicate a significant change in projected values. To assure thst the pressure vessels continue to meet the criteria for fracture toughness of 10 CFR 50.61, a reevaluation and a comparison to the January 20, 1986, pressurized thermal shock screening criteria shall be included with future proposed changes to the Technical Specifications pressure-temperature operating ifmits.

Pending review of any further changes you may propose, we find that the reactor pressure vessels are in compliance with the requirements of 10 CFR 50.61 as discussed herein.

Sincerely, -

ls l Edward A. Reeves, Project Manager PWR Project Directorate #2 Division of PWR Licensing-A Office of Nuclear Reactor Regulation
