SAFETY EVALUAllON REPORT: AMENDMENT OF LICENSE TO INCLUDE INCIDENT REPORTING CRlYERIA APPROVED BY THE NRC B6CKGROUND I
By letter dated August 14,1996, Westinphouse Electric Corporation Columbia Commercial Fuel Fabrication Facility (CFFF) clarified its position on Bulletin 9101 notifications. That letter .
. contained an attaciiment which provided the Bulletin 9101 notification r.riteria which CFFF l intended to follow. On October 30,1996, NRC accepted CFFF's response to Bulletin 9101.
The licensee then submitted an amendment to their license ap vition (Revision 5.0) dated November 8,1996, which included the criticality notification criteria previously approved on October 30, ib96. By letter dated January 9,1998, the licenne submitted clarifying information that fully incorporated the information from the October 30,1996, !etter.

Included in the letter dated January 9,1998, the licensetsubmitted a revised Fire Safety Chapter 8.0 of the license that corrected the revision date of Revision 8.0 to 11 AUG97. This was an administrative change to correct a typographical error.
DISCUSSION The licensee has committed to follow the specific criteria called for in Bulletin 91-01. Those commitments were previously approved by NRC. This amendment incorporates those commitments into their license application.
ENVIRONMENTAL REMEW The staff has determined that the proposed activities involve changes to reporting requirements, which do not adversely affect public health and safety or the environment and are categorically excluded from the requirement to prepare an site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(10), neither an environmental assessment nor an environmental impact W jement is warranted for this action.
CONCLUSION The staff has detuTnined that the requested amendment is acceptable in meeting the criteria of Bulletin 91-01.
The Region ll project inspector has no objection to the proposed action.
