SAFETY-EVALUATION REPORT, AMENDMENT APPLICATION DATED SEPTEMBER 22, 1986, RE REFERENCE TO SITE EMERGENCY PLAN Background' The licensee is required to' update the Columbia Site Emergency Plan. The-subject application requests revision to the' references to the updated Plan. .

Discussion l The licensee has submitted a revised page (2.5-1) for the application so that l the current emergency plan is referenced. The licensee has the authority to l make certain modifications to the emergency plan. Modifications to the plan were reported to the NRC by separate letter dated September 18, 1986. The effectiveness of the plan was not reduced by the authorized changes.

Conclusion / Recommendation The staff concludes that the current reference to the site emergency plan will have no adverse effect on the public health and safety or upon the environment. Approval of the application is recommended.
