SECTION 5 EMERGENCY MEASURES 5.1 Activation of Emergency Organization The emergency conditions classified in Section 3.1 involve the alerting or activating of progressively larger segments of the total emergency organization at the Westinghouse Columbia Site.

This section describes the communication steps that must be taken to alert or activate emergency personnel under each class of emergency, including action levels for notification of offsite agencies.

5.1.1 Notification of Unusual Event In the event of an incident occurring in this category involving a serious injury and/or contamination of one or more persons, the area supervisor, the Safety Manager, the Manager of the Radiation Protection Component, and the Medical Department should be informed of the situation immediately.

Appropriate notification of Health Physics personnel, ambulance, and hospital personnel n

should be carried out following evaluation of the situation, so v

that decontamination, first aid, and/or transportation to Richland Memorial Hospital can be accomplished promptly.

Other response actions for notification or unusual event situations would be initiated by notification of the Emergency Coordinator.

5.1.2 Alert Emergency alert situations include the specific situations outlined in Section 3.1.3.

Initial information would be received by one of the following:

Security Department, Safety Department, Radiation Protection Component, or Emergency Coordinator and effectively communicated to the Emergency Coordinator.

The full Site Emergency Brigade would be activated; however, no offsite hazard is expected.

5.1.3 Site Emergency A site emergency as defined in paragraph 3.1.4 requires full activation of the Site Emergency Brigade and emergency organization and notification of the NES Control Center.

Notification of the appropriate regulatory agencies is carried out by the Radiation Protection Component.

If outside assistance is h

required, especially with regard to environmental release evaluation, the Savannah River Plant Radiological Assistance Team is then notified as per the agreement in Appendix A.

h 5.1.4 General Emergency A general emergency implies that serious threat to life and health exists as the result of a release of radioactive material to the environment or a major criticality accident.

In this situation, the Emergency Brigade is activated along with the entire Site and NES emergency control groups.

State and Federal regulatory agencies are infonned of the situation and by definition outside assistance is requested.

To accomplish message authentication under these circumstances, State and Federal agencies will confirm the emergency condition by an immediate call-back to the Westinghouse facility.

In addition to Savannah River Plant assistance, local civil defense, police, or firefighting groups may be asked for assistance as per their agreement letters in Appendix A.

In a general emergency, the Site and/or surrounding area may have to be evacuated.

Of utmost importance is the calculation of radiation dose to the population, based upon radiological surveys and meteorological data taken at the time of the accident.

5.2 Assessment Action Effective coordination and direction of all elements of the emergency organization require continuing assessment throughout the duration of the emergency situation. These assessment functions are identified below.

5.2.1 Assessment Functions Surveillance of the heating, ventilation, and air conditioning (HVAC)

system, emergency control center and meteorological monitors are primarily the responsibility of the Emergency Coordinator.

The liVAC system operation can be monitored by inspecting the individual blowers, scrubbers, duct work, differential pressure gages and individual filters.

5.2

Following the incident termination, health physics

personnel will advise the Emergency Director when acceptable air concentrations have been reached.

Both internal and external exposures for reentry team

( i personnel are limited to 10 CFR 20 limits and as low as reasonably achievable.

Radiation monitors will immediately communicate the h) necessary exposure rate information to the Emergency Director or Acting Emergency Director so an immediate decision can be made as to the necessity of initiating a search and rescue mission.

Maximum whole-body dose exposures will be limited to the values listed in 5.5.1.

Exposure evaluation surveys will be performed by health physics on all personnel involved in the incident.

Bioassay analysis will be performed as is appropriate.

)

5.5.1.2 Monitoring v

Monitoring will be performed by the Radiation Protection Component as outlined in section 4.2.2.

5.5.2 Decontamination and First Aid Decontamination / emergency showers are located at various stations in the arca.

Decontamination operations can also be performed in the medical facility if the incident warrants such action.

First aid and medical treatment is available in the medical facility.

As a minimum, there will be several people per shift qualified to

perform first aid. An employe is deemed qualified upon successful completion of the Red Cross Multimedia First Aid course or its equivalent.

5.6 Medical Transportation Richland County Emergency Medical Service will provide transportation for casualties from the plant site to Richland Memorial Hospital in Columula.

5.7 First Aid and Medical Treatment The Columbia Plant maintains a fully equipped Medical Department onsite h

immediately adjacent to the manufacturing area.

The department is staffed by registered nurses capable of administering emergency treatment, decontamination, and general first aid.

A physician would be summoned should the nurse deem that the magnitude of the incident warrants a higher level of medica' attention. Certain plant personnel have been trained in first aid and will immediately administer first aid if nursing care is not availa'le.

Stretchers are stored at various a

G locations so that injured persons can be transported to the Medical Department or to the ambulance for transportation to Richland Memorial Hospital.

Richland Memorial Hospital maintains an emergency room facility and team capable of handling medical treatment of contaminated and/or exposed patients.

Emergency equipment is available in the guardhouse for weekend operations.

Richland County Energency Medicel Service will be called to provide transportation for contaminated casualties.

(Hospital) located in Columbia, South Carolina, and the WESTINGHOUSE ELECTRIC CORPORATION NUCLEAR FUEL DIVISION, of Columbia, South Carolina (Nuclear Facility) agree as follows:

1.

The Hospital, being committed to the provision of patient care without regard to age, sex, race, cult.r, national origin, religion, or method of payment, agrees to accept and render appropriate medical care to injured /ill workers from the Nuclear Facility who are known-to be contaminated with radioactive material. The medical care rendered will be governed by the provisions set forth in RMH Policy 622-3 (Appendix I) entitled, Treatment and Decontamination of the Radioactive Contaminated Emergency Patient. It further agrees:

O-1.1 To provide consumable materials used in decontamination and treatment of the patient.

1.2 To invoice the Nuclear Facility for medical services rendered according to usual and customary charges in addition to a $150.00 fee for the use of the Ph!iation Emergency Area.

1.3 To accept decontamination accistance from the Nuclear Facility Health Physics Team accompanying the patient (s) to the Hospital at the discretion of the Hospital Medical Team providing decontamination /treatma..'

1.4 To participate in drillb Lu LesL the effectiveness of the Radiation Emergency Plan, in accordance with

requirements to be met by the Nuclear Facility to maintain licensing by State and/or Federal agencies.

1.5 To provide a Radiation Emergeacy Plan complete with a controlled access radiation emeroency area, supply cart, and decontamination sampling procedurra as detailed

in the procedures manual for medical emergencies involving treatment of radioctively contaminated patients at the Hospital Emergency Room. f provided, however, the use of these beds will be limited to situations which do not unreasonably jeopardise the care and treatment of other hospital patients.

The Nuclear Facility, being '-

.s_ of acquiring medical treatment at the Hospital for injured /ill workers known to be contaminated with radioactive material agrees:

2.1.A If the patient is not contaminated with gg radioactive material, state specifically: "There is no radioactive contamination on the patient.'

2.1.B If the patient has been ccatarainated, or is suspected to be contaminated with radioactive material, state specifically:

"This patient is contaminated with radioactive material, and will require the use of your radiation emergency plan."

2.2 To provide information requested on the Radiation Emergency Form (Appendix II) at the time of the call to the Hospital Emergency Room.

2.3 To decontaminate the patient prior to transporting to the Hospital Emergency Room whenever possible.

When comnlete decontamination cannot be accomplished due to the nature of the injury or emergency, measures will be taken to reduce contamination as much as possible before the patient reaches the Emergency Room.

2.4 To wrap contaminated patient (s) in blankets or plastic sheet to prevent the spread of contamination to Hospital personnel and facilities.

2.5 To have Health Physic,s personnel accompany all contaminated patients to the Hospital.

2.6 To allow the patient to come under the direction of Hospital personnel and radiation en.ergency procedures upon arrival at the Emergency Room.

2.7 To allow treatment and decontamination as governed by the procedures specified in the Hospital Procedures Manual for medical emergencies involving radicactive contamination.

2.8 To assist in the clean up of radioactive contaminated Hospital areas and equipment, and assist in the disposal of radioactive contaminated waste resulting from decontamination of Nuclear Facility patients.

2.9 To supply the necessary radiation monitoring and detecting equipment as specified in Appendix III.

2.10 To provide expert medical and technical consultation in the event of a medical radiation emergency arising in the community in which the Hospital fecilities are utilized.

2.11 To involve the Hospital emergency personnel in radiation emergency training sessions held or sponsored by the Nuclear Facility.

This Agreement may be modified only in writing and each modification regtziges the written consent of both parties.

4.

The Term of this Agreement shall be from December 1, 1985 to November 30, 1987. If either pa..; u : ares to not renew this Agreement for a like term, such party shall give the other party a minimum of 90 days written notice of intent not to renew.
