HUMBOLDT BAY POWER PLANT, UNIT N0. 3 DECOMMISSIONING, SAFETY EVALUATION REPORT The Comission has issued the enclosed Safety Evaluation Report (SER) with respect to your proposed decomissioning of Humboldt Bay Power Plant, Unit No. 3. The SER evaluates your application of July 30, 1984, as revised, to:

(1) delete certain license conditions related to seismic modifications required before the NRC would authorize a return to power operation; (2) revise the Technical Specifications to reflect the possess-but-not-operate status; (3) decomission Humboldt Bay Unit 3 in accordance with your
