Report SWEC-SQN-56 Leak Rate Testing Group Organzation I. Introduction In a personal letter (reference 1) to Mr. J. P. Darling, a Nuclear Regulatory Agency (NRC) trainee (stationed at Sequoyah Nuclear Plant (SQN) from July 9 to December 21, 1984) gave his opinion concerning the reorganization of the TVA Integrated / Local Leak Rate Testing group (ILRT/LLRT). This opinion is addressed in the Stone & Webster Engineering Corporation (SWEC) systematic analysis, as follows:

Inforrstion on the background, corrective actions taken, verification methodology, verification analysis, completion status, and pertinent reference,s for this issue is included in this report.

II. Verification of SWEC Issues A. Background An NRC inspector trainee working at SQN during the period July 9 to December 21, 1984 expressed his opinion of TVA's reorganization of the ILRT/LLRT group in a personal letter to Mr. J. P. Darling, dated I December 28, 1984. The trainee felt that the ILRT/LLRT group should be maintained as a centralized group and not sent to each individual site.

8. Corrective Action Taken Although several individuals were transferred to the different sites to perform local leak rate testing, a central office staff is still maintained to perform the integrated leak rate test and provide support to the sites, when required, for local leak rate testing.

This review formed the basis for this verification activity.

P D. Verification Analysis The Employee Concerns Task Group (ECTG) review indicates that the opinion expressed by the NRC trainee does not require any corrective action. The organization of the ILRT/LLRT group provides sufficient technical support and expertise both at the sites and in the central office to perform the required testing.

E. Completion Status Based on the ECTG review, no further action on this item is required. This SWEC concern is closed.
