W 3 NOTE- A valve stem weak link allowable value (36,690 lbs.) was calculated in Westinghouse Report V-EC-1126 at 0.70 x yield strength of the material. The Pressure Lock (PL) condition only occurs during a shutdown LOCA or loss of RHR cooling. In either of these cases, it is " desirable" to open this valve, but is not required. This is further discussed in the Feb. 13,1996 NRC submittal. Cor:sidering that this PL event is highly unlikely and the valve is only " desired
- to open, going to 0.80 x yield strength would be acceptab!c (i.e. 41,931 lbs. a!!cwable thrust). When comparing this WL to a reduced motor capability, the limiting actuator output is the motor capability considering 10% ROL and 5% aging degradation.
