Raport SWEG-SQN-47 l Environmental Qualification I. Introduction Nuclear Regulatory Commission (NRC) letters of April 5, 1985 (reference 1) and November 14, 1985 (reference 2) communicated to TVA the NRC's concerns with the TVA environmental qualification (EQ) program at Sequoyah Nuclear Plant (SQN). These concerns were addressed as issues in the Stone & Webster Engineering Corporation (SWEC) systematic analysis, as follows:

A. II. Verification of SWEC Issues A. Background The date required by NRC for full compliance with 10CFR50.49 environmental qualification requirements was November 30, 1985.

On April 2, 1985, the NRC staff briefed the NRC Commissioners on the status of environmental qualification of equipment at operating plants. During discussion, Sequoyah was identified as one of the plants with the largest number of items and components remaining to be qualified. The transcript of these remarks was forwarded to TVA by reference 1. Later in the year, November 14, 1985, the NRC denied a TVA request for extension of time beyond November 30, 1985, to complete Sequoyah's qualification of equipment. This denial was communicated to TVA by reference 2. The basis for the denial was outlined in a later communication (reference 3). This basis was primarily SQN's late start and slow progress on its EQ program. >

B. Corrective Actions Taken The Sequoyah Nuclear Performance Plan (reference 4) acknowledges that much of the qualification documentation was not fully auditable and, in some cases, did not demonstrate full qualification. Subsequent to the voluntary shutdown of Sequoyah, TVA established an Equipment Qualification Project (EQP) with the responsibility for development and implementation of the EQ program. This implementation is estimated by Sequoyah to be over 65 percent complete for all required field corrective actions with remaining open items to be closed before plant restart. EQP has issued all 95 binders to include or reference the documentation necessary to demonstrate the qualification.

C. V2rificetion Methodology The SWEC concerns identified for Employee Concerns Task Group (ECTG) verification were stated as follows:

Reasons for this NRC action not included in letter ECTG reviewed the NRC documentation on this issue and the EQ Program status and commitments from Sequoyah's Nuclear Performance Plan.

This documentation review formed the basis for this verification activity.

D. Verification Analysis SQN's EQ program implementation is nearing completion with a limited number of items remaining to be completed prior to plant startup.

Upon completion of remaining field and technical open items, the program for initial qualification will be complete and qualification will be documented in EQ binders. Standard Practice SQA 173, "Sequoyah Nuclear Plant 10CFR50.49 Environmental Qualification Program," describes the procedures for ensuring that qualification is' ,

maintained as future plant modifications are made.

E. Completion Status Sequoyah's EQ Program is effectively addressing the NRC concerns.
