Dear Mr. Freeman:

I have received your letter of January 6,1989, in which you contend that Coffey County will no longer be qualified to uphold its portion of the Wolf Creek Emergency Response Plan. As the outgoing Coffey County Sheriff, you pointed out the importance of having properly qualified individuals implementing -

the Emergency Response Plan, along with your belief that key personnel have not been adequately trained to assume their responsibilities. Key personnel that you identified es not having sufficient training and knowledge of the Emergency Response Plan include the incoming Sheriff, the Undersheriff, the County Engineer,

, the County Clerk and the new alternate for the Director of Emergency Preparedness.

f As you may be aware, the Federal Emergency Management Agency (FEMA) has the t primary responsibility for reviewing State and local emergency plans. Following their review, FEMA provides a recommendation to the U.S. Nuclear Regulatory Commission (NRC) stating whether the plans are adequate and whether there is reasonable assurance that they can be implemented. In this regard, the NRC has contacted the appropriate individuals at FEMA and forwarded them a copy of your letter.

Local elections at both the county and State level periodically alter the composition of local government organizations responsible for implementing emergency response plans. In order to maintain qualified and competent people in such responsible positions, training and rcfresher courses are regularly scheduled for both experienced and new personnel. In a letter dated January 10, 1989, the Chairman, Coffey County Commissioners, states that, "All personnel fillir.g key positions in the Coffey County Emergency Response Organization are trained and able to fulfill their responsibilities in protecting the health and safety of the residents of Coffey County." Discussions between the NRC and the Wolf Creek Nuclear Operating Corporation (WCNOC) confirmed that as of January 20, 1989, both the inccming Sheriff and the Undersheriff had completed their training relative to the Wolf Creek Emergency Response Plan. In addition, WCNOC also confirmed that the new county officials identified in your letter '

will be participating in the next quarterly scheduled drill planned in March 1989. This planned drill will be supervised and evaluated by WCN0C personnel.

In addition to the quarterly orills provided by WCNOC, the new county officials will participate in the annual exercise evaluated by the NRC. This exercise is currently scheduled for late 1989. ,

In sumary, the NRC is aware that there will be periodic changes in the personnel assigned to manage emergency response plans. Because of these changes, -
