SUBJECT:

CONFIRMATION OF ACTION - DOCKET NOS. 50-348 AND 50-364 This refers to the conversation between D. M. Verrelli, NRC, and W. G. Hairston, APC, on October 6, 1987, concerning your actions for the Farley Nuclear Station Units 1 and 2. This concerns environmental qualification commitments made to the NRC at our meeting of September 24, 1987, at the NRC offices in Bethesda, Maryland and further documented in your letter of September 30, 1987. We understand that you will take the following actions:

1.

Walkdown timely manner Unit 2 containment (approximately during 2 weeks to )the current identify refueling deficiencies outage between as-in a found and as-designed splices. This walkdown will include all V-splices and a representative sample of other systems and components with field wiring connectior' to determine if other deficiencies exist.

2. Evaluate operability issues on Units 1 and 2 when deficiencies are identified. For the purposes of discussing operability issues with Alabama Power Company, the NRC staff will utilize the guidance discussed in Generic Letter 86-15,
3. Deficiencies identified shall be resolved on Unit 2 prior to plant startup following the October 1987 outage and resolved for Unit 1 prior to startup following the spring 1988 outage.
4. Plant startups shall not occur without prior concurrence by NRC.

In summary, we understand that Alabama Power Company will verify that all V-splices in Units 1 and 2 are installed in accordance with design and all operating environmental qualification issues are resolved prior to restart of either unit.

If your understanding of these matters differs from the above, please advise us prongtly.
