Dear Sir:

' Attached are proposed license amendments for the Catawba Nuclear Station Facility Operating Licenses NPF-35 (Unit 1) and NPF-52 ('Jnit 2).

The proposed Technical Specification changes support a planned station modification, removal of the Resistance Temperature Detector (RTD) Bypass Manifold.

The changes relate to response time and time constants in the calculation of Overpower Delta-T and Overtemperature Delta-T trip setpoints.

The planned removal of the RTD Bypass Manifold System is being performed to improve plant operation and reduce radiation exposure to workers.

Attachment I is a Westinghouse report (WCAP-11308. Rev. 1) which describes the RTD Bypass removal modification and the analyses which were performed to support continued operation with the new system. Please note that Attachment I is a Westinghouse Electric Corporation proprietary document, and as such is requested to be withheld from public disclosure. Along with the WCAP is a Westinghouse Application for Withholding, CAW-87-051, an accompanying affidavlt'and a Proprietary Information Notice. The affidavit which accompanies this letter' sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph.(b)(4) of 10 CFR Section 2.790. A non proprietary version is presented as Attachment VII (WCAP-11309, Rev. 1). Along with each WCAP is supplemental information in the form of Enclosures 1 and 2.

Enclosure 1 discusses RCS nozzle and thermowell locations.

Enclosure 2 provides Catawba RTD Eypass Elimination uncertainty calculations in addition to those already contained in the WCAP. , >

U. S. Nuclear Regulatory Commission July 22, 1987 Page Two Attachment II to this letter contains the Technical Specification changes which will be required as a result of the modification. Attachment III contains a Technical Justification and Safety Analysis, and Attachment IV provides an analysis conforming to the rtandards contained in 10 CFR 50.92 as required by 10 CFR 50.91.

This analysis concludes that the proposed amendments would not have adverse safety impact. Attachment V delineates a " gross estimate" of the occupational radiation exposure for the RTD bypass modification. Attachment VI is marked-up Catawba FSAR pages. Thr.se pages will be incorporated into the next FSAR update.

Please note that because these changes involve hardware modifications which may not occur coincident with staff approval of the amendments, it is necessary to provide both pre-and post-modification values for the affected Technical Specifications.

Please note that in order to implement the modification on Catawba Unit 2 during the first refueling outage, approval of this amendment will be needed and is requested by December 15, 1987. The modification for Unit 1 is currently scheduled for January 1989.

This request involves cne application for amendment to Catawba's Technical Specifications. Accordingly, pursuant to 10 CFR 170.21 a check for $150.00 is enclosed.

Pursuant to 10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
