Dear Mr. Martin:

Based upon discussions with Messrs. D.W. Schaefer and L.R. Norderhaug of your Safeguards Preparedness Branch, the following work items and related schedule are submitted as resolution of the security communica-tions deficiency arising from pre-operational physical security inspections conducted by representatives of your office on October 3-10, 1985 and November 11-14, 1985.

To be complete by February 15, 1986:

1. Replace coaxial wiring to the radio antennas in the Radwaste and Auxiliary Buildings.
2. Relocate the base stations from the 160 foot level of the Corridor Building to a more central location.
3. Install and evaluate a passive antenna system on the 74 foot icvel of the Control Building. .:.

Upon completion _ of the above and prior to initial criticality of Unit 2, evaluate the effectiveness of the above changes. If the results of this evaluation determine that significant communications deficiencies still exist, establish an action plan to provide adequate security communications, including interim meacures.
