STATUS OF FACILITY COMPLETION FOR RIVER BEND STATION DOCKET NO. 50-458, REVISION 4 This forwards the status of facility completion report for the River Bend Station in accordance with Inspection Procedure 943008. It is the fourth revision of this report. ,

The licensae's projected fuel load date is July 1985. Monitoring of licensee progress toward the completion of items indicates that this date will more i likely be early August 1985. The reasons for schedule slippage include the j clearing of items on the licensee's master list, the completion of system i turnover, and the completion of building turnover.

The licensee has closed 33,082 open items, but there are still 4,471 open. Of the total open, 821 are work items and 3,650 are paper items. In addition, there are 9 (of 27) safety-related areas not yet turned over to the licensee.

As these safety-related areas are turned over to the licensee, resulting open items from them are incorporated in the master list. Thus, the master list overall closure rate appears less than that indicated by the number of items closed daily. All open items on the master list will be resolved to the satisfaction of Region IV prior to fuel load. Resolved means that an item is l cleared, determined to have no safety significance, or determined to have no effect prior to exceeding 5% power.

There are no outstanding escalated enforcement issues at this time.

Thirteen bulletins remain to be verified.

III. NRC Region IV has reviewed action of Construction Deficiency Reports (10 CFR Part 50.55(e)) and Part 21 items. The licensee has reported 317 items. Of those remaining open, the status is as follows:

IV. The licensee must resolve, to the satisfaction of Region IV, the open violations, deviations, unresolved and open items which affect fuel load. A summary of these is provided in Appendix A to this enclosure.

V. Compliance to Appendix R requirements was inspected by a team during the week of April 1,1985. The most significant inspection finding was that the licensee had not analyzed effects of fire induced spurious signals outside the control room. This analysis has now been completed. A followup inspection by Region IV has verified the completion of fire stops. The licensee has requested deferral on some cable wraps until prior to exceeding 5% power.

1 VI. Regional followup to CAT and IDI inspections has been made.  ;

VII. The final draft of Technical Specifications was checked against installed equipment by a Region IV inspection team April 29-May 3,1985. This i inspection found that many licensee procedures to implement Technical Specifications were not completed or had errors in.them. A reinspection is scheduled to commence July 22, 1985.

Open Regiological Controls and Chemistry. There are several '

open items in these areas. The principal reason that there are open items in these areas is that the  ;

licensee had not completed comitments or issued j procedures. The next inspection of this area will comence July 22, 1985. These are fuel load items.

Open Technical Specifications Implementing Procedures for Surveillance Testing. There are many open items q regarding procedures for the conduct of surveillance .

testing. The next inspection of this area is scheduled to commence on July 22, 1985. These are fuel load items.

1 Open Emergency Preparedness. There are several open items j resulting from the emergency preparedness appraisal and exercise. All items affecting fuel load should be closed by July 19, 1985.

As of May 17, 1985, construction was approximately 98 percent completed. The licensee has been releasing equipment by " Boundary Identification Packages" (BIPs) to the plant staff. Review of the current status by whole systems, 1 instead of BIPs, indicate that out of 113 systems identified by the licensee as needed to :epport a license to load fuel, 5 remain to be turned over to the plant staff as of this report. However, BIPs which contain portions of other required systems have been turned over also.

Of the 41 systems requiring N5 stamp certification, all have completed the approval process as of July 11, 1985.
