Unit, 1, 2, and 3 Bull'etin 88-05 Regarding Product Forms Other Than Fittings and Flanges File: 90-056-026 The referenced letter requested information regarding the disposition of product forms other than fittings and flanges supplied by Piping Supplies Incorporated (PSI), West Jersey Manufacturing (WJM), and Chews Landing Metal Manufacturers (CLM).

As a result of the work associated with NRC Bulletin 88-05, it was determined that a significant number of lugs were delivered to Palo Verde. APS is reviewing its records to determine if other product forms have been If other forms are identified, APS will notify the NRC and provide delivered. a plan to disposition the material. If the NRC, through their previous review of records IIas identified any other product forms used at Palo Verde, APS would expect to be notified.

APS proposes to address the issue of lugs by utilizing an analytical approach to justify the adequacy of the lug material.

NUREG-1402 Section 3 "Conclusions" supports an analytical approach since it states that the analytical procedures used to qualify the nonconforming material and the results of the analyses provide an adequate basis for resolving the staff's concerns with respect to demonstrating the adequacy of the material for service.

Page 2 June 8, 1990 The approach will be as follows:

  • Calculate maximum lug loadings for each pipe diameter using the pipe wall strength as the governing stress location.
  • Compute the lug steel strength required to carry these lug loads.
  • Demonstrate that these strengths are less than the strength for the lowest strength ASHE material (45 ksi tensile strength).'he justification for this approach is based on the existing calculations and the inherent conservatism in lug design. If the anticipated results of this approach are not as expected, a new approach will be developed.

Based on the analytical approach and the inherent conservatism in the lug design, the identification, testing and preparation of a justification for continued operation is not warranted (items 1-3 of the referenced letter).

The task is scheduled to be completed by October 19, 1990 including the response to item 4.

Hartin Per NUREG-1402, the use of the lowest strength ASHE material (tensile strength of 45 ksi) for this evaluation is supported with the findings of the industry-wide test results for the blind flanges that were fabricated from plate material. The flange material identified by these tests was similar to the ASHE lowest strength material (tensile strength of 45 ksi). Since the lugs were fabricated from plate material, we are confident that the ASHE lowest strength material considered in the evaluation is appropriate.
