Addendum to Reply to Notice of Violation 50-528/89-16-03 File:
90-070-026 This letter provides an update on the actions taken to date and those actions planned to revise the operational procedures for shutdown cooling and midloop operations.
As stated in the referenced letter, testing was conducted in Units 1 and 3 to determine actual flow conditions in the Reactor Coolant System (RCS) and Shutdown Cooling System (SDC).
This testing has been performed in Unit 2 during the current refueling outage.
In addition, the scale model testing to study the vortex and air entrainment phenomena is complete.
APS is now analyzing the data which was obtained during testing.
The results of this analysis willbe used to modify the operational procedures.
The analysis is expected to be completed by August 1, 1990.
The vortex and air entrainment phenomena are highly dependent on the SDC flow and RCS level.
Technical Specifications (TS) require a minimum of four thousand gallons per minute.
At this flow rate during midloop operation, testing shows that the margin to vortexing and air entrainment is low.
Consequently, APS intends to request an amendment to the TS which would permit a lower flow rate
