Dear Sir:

Subj ect: Palo Verde Nuclear Generating Station Post Restart Items File: 90-019-417 In accordance with our agreement in the Confirmatory Action Letter dated December 24, 1989 (Reference a), I provided an updated list of Post Restart items on April 12, 1990 (Reference b). This letter is to inform you that all the Post Restart items due prior to the scheduled Unit 1 restart have been completed or will be completed on schedule with the following exceptions:

Record Number Descri tion 20 This item requires an evaluation to determine the actions necessary to provide more reliable valve position indication for Valcon and Target Rock solenoid valves.

A more reliable valve position indication has been identified for Valcor solenoid valves. Design change packages have been prepared for implementation.

A modification for Target Rock solenoid valves has not been identified. It is expected that the evaluation for a modification'ill be completed by December 31, 1990.

725 This item requires that a sampling inspection program be initiated to determine the effects of moisture and particles in the instrument air subsystem.

The recommendation for a sampling inspection program has been provided by Engineering to the Standards organization. This recommendation is currently under evaluation and is expected to be implemented by August 31, 1990.

Several of the remaining Post Restart items will be completed during scheduled refueling outages. Due dates of June 30, 1990, April 9, 1992, and January 12,,

1993, corresponding, respectively to Unit 2's current refueling outage, Unit 1's third refueling outage and Unit 3's third refueling outage,. 'Due to potential schedule adjustments, these due dates are considered milestone due dates of "prior to mode 2'ntry" during the identified re'fueling outage.
