I The purpose of this letter is to inform you of the status of our review regarding the issue of

protection of safety-related equipment from the dynamic effects of a loss of coolant accident (LOCA).- The issue was oriCinally identified as an Inspector Followup item in Inspection Report 95-15 dated August 11.1995. The Office of Nuclear Reactor Regulation's assistance was thusMcs in reviewing this issue, and Task Assignment Control (TAC) Number M96604 was opened to track the staff effort expended on this review. This review was completed and

documented in a memorandum to Region ll dated April 21,1997. TAC No. M96604 was closed

with the issuance of that memorandum.

However, as a result of this review, additional questions were raised conceming this issue.

Florida Power Company responded to these questions in letters dated January 23, January 28, i and February 18,1998. TAC No. MA0714 was issued to cover the staff effort in reviewing the responses to these questions. On May 28,1998, FPC submitted License Amendment Requcsi

(LAR) 225 to incorporate Generic Letter 87-11 and NUREG/CR-2913 as a part of the licensing basis and design basis for Crystal River, Nuclear Regulatory Comniiscica approval of this amendment request is intended to resolve the remaining issues related to the dynamic effects of a LOCA on safety-related equipment. Since NRC review of the license amendment request is fee recoverable, while the previous reviews performed by the staff under TAC Nos. M%604 and i MA0714 weg not fee recoverable, TAC No. MA2128 was issued for the review of LAR 225. TAC
