NOTICE OF VIOLATION Nebraska Public Power District '

Docket: 50-298 Cooper Nuclear Station Operatirg License:' DPR-46 During an NRC inspection conducted during the period oIJuly 31 through August '4, 1989, a violation of NRC requirements was identified. The violation involved inadequate design control. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1989),

the violation is. listed below:

Criterion V of Appendix B to 10 CFR Part 50, requires that activities ~

affecting quality, such as design changes, be controlled by. procedure.

Contrary-to the above, from June -1988, until August 1989, the procedures

.for.the control of design changes were inadequate in that they allowed an on-the-spot-change to alternate rod insertion system which substantially changed reset time without an evaluation.

This is a Severity Level IV violation. (Supplements)(298/8928-01)

Pursuant to the provisions of 10.CFR 2.201, Nebraska Public Power District is

'hereby required-to submit to this office, within 30 days of'the date of the letter transmitting this notice, a written statement or explanation in. reply, including: (1) the reason for the violation if admitted,- (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps

-which will be taken to avoid further violations,~and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be

.given to extending the response time.
