activities authorized for your, Farley Units 1 and 2 facility. At the conclu-

sion of' the inspection, the findings were discussed with t oseh members of your

staff identified in the enclosed Inspection Report.

Areas examined during the inspection are. identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

Within the scope of the inspection, no violations or deviations were identified.

We direct your attention to areas where improvements are needed. We observed

that the licensed operator performance during simulator training did not meet

- our expectations. Specifically, deficiencies were noted. in the areas of

communications, normal operations, immediate operator actions, and accident

mitigation strategies. Please respond, within 30 days,- with your plans to

address. these areas. - Additionally, we feel staffing levels in the Training

Department could be improved to allow more effective preparation time for

classroom instructions and to allow utilization of more than one instructor in

the simulator, thereby achieving greater effectiveness in simulator training.

!In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10 Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
