EMERGENCY OPERATING PROCEDURE (E0P) INSPECTION. PROGRAM DOCKET NOS. 50-348 AND 50-364.

This is to advise you of a special inspection initiative that is being performed at operating reactors. It will include an inspection to be performed at the Joseph M. Farley site. The initiative is entitled the "EOP Inspection Program."

The purpose of the inspection is to- verify. that the E0Ps. are technically accurate; that specified actions can be meaningfully accomplished. using existing equipment, controls, and instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating tool.

The inspection program utilizes a team inspection. The inspection team will include two or three senior reactor inspectors, a licensing examiner,.a hum n factors specialist, and the Farley senior resident inspector (Mr. G. Maxweil).

The inspection is scheduled for November 27 - December. 8,1989. The team leader for this inspection will be Mr. L. Lawyer from Region II. Mr. Lawyer recently contacted members of your staff to discuss the c:etails of the inspection.

If you have any questions in the interim regarding the inspection program, we will be pleased to discuss them with you.
