Pursuant to 10 CFR 50.90, Duke Energy Corporation is requesting an amendment to the Catawba Nuclear Star in Facility Operating License and Technical Soecifice ions.

This amendment applies to the Technical Specific tons .

Nuclear Service Water Suction Transfer - Low Pit Level Trip Setpoint and Allowable Value is being requested. This change j is needed to ensure adequate Net Positive Suction Head to -

instrument uncertainty.

This change corrects previously idontified non-conservative s Technical Specification values for the Trip Setpoint and Ufbg Allowable Value. Tho operability of the affected instruments has been evaluated with respect to the non-conservative Limiting Condition for Operation in the Technical Specifications. Past and present operability was maintained because the plant procedures and administrative controla ensured that the setpoint was maintained greater that the Techniual Specification value. The operability evaluation concluded that operation of the Nuclear Service Water Pumps'within the required Not Positive Suction Head limit.and operability of the affected components is assureo y.30 3G

o I Page 2 December 11, 1997 The proposed amendment for conversion of the current Catawba Technical Specifications to the Catawba Improved Technical Specifications was submitted to the NRC by Duke letter dated May 27, 1997. The changes proposed in this onendment will apply to both the currer.t Catawba Technical Specifications and the Catawba Improved Technical Specifications.

Consequently, as described below, this amendment package contains th7 affected pages from both-versions of the >

Technical Specifications.

The contents of this amendment package are as follows: '

Attachments la and Ib provide a marked copy of the current Technical Specifications for Catawba Units 1 and 2 respectively, showing the proposed changes.

Attachments Ic and Id provide a marked copy of the Improved Technical Specifications for Catawba Units 1 and 2 respectively, showing the proposed changes. The May 27, 1997 submittal regarding Conversion to the Improved Technical Specifications contained a subsection consisting of marked copies of the NUREG 1431 Technical Specifications and of the Catawba Nuclear Station Units 1 and 2 Current Technical Specifications. Attachment le provides a revised marked copies of the NUREG 1431 Technical Specifications and of the Catawba Nuclear Station Units 1 and 2 Current Technical Specifications.

Attachments 2a and 2b provide the proposed new current Technical Specifications pages for Catawba Units 1 and 2 respectively.

Attachments 2c and 2d provide the proposed new Improved Technical Specifications pages for Catawba Units 1 and 2 respectively.

Attachment 3 provides a Description of the Proposed Changes and Technical Justification.

Pursuant to 10 CFR 50.92, Attachment 4 documents the determination that the amendment contains No Significant Hazards Considerations.

Pursuant to 10 CFR -51.22 (c) (9), Attachment 5 pr>vides the basis for the categorical exclusion from performing an Environmental Assessment / Impact Statement.

. Page 3 December 11, 1997 Impkementation of this amendment to th": Catawba Facility Operating License and Technical Specifications will not impact the Catawba Updated Final Safety Analysis Report. The Bases for the Technical Specifications are not affected by this proposed change.

Duke Energy Corporation is requesting that the NRC review and approve this amendment request in a timely manner. The requested revised values which are more conservative than existing Technical Specification values are currently reflected in Catawba Nuclear Station calculations and procedures.

In accordance with Duke administrative procedures and the Quality Assurance Program Topical Report, this proposed amendment has been previously reviewed and approved by the Catawba Plant operations Review Committee and the Duke Corporate Nuclear Safety Review Board.

Pursuant to 10 CFR 50.91, a copy of this proposed amendment is being sent to the State of South Carolina.
