2.0 GENERAL 2.1 PURPOSE AND SCOPE This instruction delineates the criteria and requi rements to be used when performing installation inspection of ASME camponent supports, Class 1, 2, and 3. If a conflict exists between this instruction and the support drawing, the drawing shall take pre-cedence.

2.2 RESPONSIBILITY The QC Superintendent shall be responsible for the inspection of component supports in accordance with this instruction.

3.0 INSTRUCTION DRiMON 00 3.1 MATERIALS 3.1.1 Traceability Ma rkino Transfer During construction activities, I.D. markings on bulk material are transferred prior to the material being cut. This operation shall be monitored by QC on a random surveillance basis. The

7 MAY 2 8 1931 3 of 40 surveillance activity will be documented at a minimum of once per shift on an Inspection Report (IR) and filed in the QA depa rtment. The IR shall contain the hanger numbers of items for which marking transfer has been witnessed.

3.1.2 Material Traceability Control During fabrication evidence of material acceptability will be provided through the use of a " Material Identification Log" (Attachment 6) by the craft. The log shall then be presented to the QC inspector for material verification and signa tu re. The log will remain as part of the construction hanger package.

At installation inspection, the QC inspector shall verify the material type, grade and heat number on the "QC Hang)erInspection signing and dating, using the infomation provided on tne

" Material Identification Log."

3.1.3 Material Dimensional Control

. Caponent support material type and description shall be as shown on the " Bill of Materials" of the BRH and any applicable.

Caponent support material " cut lengths" shall be as shown in the detail sketch of the BRH and any applicable CMC's.

The BRH/ CMC " Bill of Materials" will not be used to verify material cut length.

3.1.4 Material Salvaging Caponent support parts such as structural steel, snubbers, spring cans, etc., may be used on caponent supports other ,

than those for which they are designated, providing traceability is maintained.

When an item is salvaged for use on a support other than the one for which it was designated, the original support number shall remain distinguishable on the item and shall be suffixed with an "S" to denote the item has been salvaged. The QC Inspector shall verify that the item's description and the ..

Weld filler material used in the welding of canponent supports shall be verified using the WFML in the construction " Hanger Package."

NOTE: QC surveillance of proper conpletion of the " Weld Filler Material Log" shall be verified by canparing the Weld Parameter Guide (WPG) against the Weld Data Card (WDC) and WFML. This verification shall be docunented by the inspector's initials and date on the WFML'.

4.2 WELDING INSPECTION REQUIREMENTS (FIT-UP)

Welding Engineering will enter weld numbers on the BRH for '

welds to pressure retaining members, full penetration welds except flare beveling on structural tubing, hangers with multiple processes or multi-filler materials or welds requiring NDE, other than visual and all Class 1 support welds. Inspection of fit-up will be required by QC for the above mentioned welds if delineated on the MWDC. '

NOTE:

The fit-up gap for butt weld joints shall not exceed 1/8 inch beyond the diameter of the electrode used at the root of the joint.

The sway strut unit is conposed of the pipe clamp assembly, the rear bracket assembly, and the sway strut assembly.

5.3.1.1 Inspection Criteria A. Pipe Clamp Assembly (Attachment 2, Figure 1) bearing washers / spacers am installed between the clamp halves with a high-strength pin. Under no ci rcumstances should the clamp bolts be interchanged with the high-strength pin.

All pipe clamp assembly parts used for strut installation shall be sized in accordance with requirements of Attachments 2A, B, C and D for NPSI designed hangers and Attachment 2E for ITT Grinnell designed hangers.

B. Rear Bracket Assembly (Attachment 2, Figure 2) washers shall be on the inside of the bracket ams, one on either side of the sway strut spherical bearing. If

cotter pins are used, they should be the maximum size -

- the hole will accanmodate and shall be fully opened.

If split snap rings are installed, they should be examined to verify that the rings are not broken, spmng or defonned.

C. The Sway Strut Assembly (Attachment 4, Figure 1) spher-ical bearing should be staked tightly in the adjustable ends and should have a washer on either side when installed. The sway strut should have the correct adjustment as per the design drawing and the jamb nuts should be tight. If engagement sight holes are present on the strut body, thread engagement should be verified.

D. Sway Strut Unit - maximum sway strut misalignment shall not exceed 6* for NPSI and 5* for ITT Grinnell fran the center line of the sway strut (12* and 10* included angle, respectively).

NOTE 1: The degrees allowed for misalignment (see Attachment

3) are given by the spherical bearings and their relationships to the flat washers. Nonna11y the thicker flat washers are installed on the clamp end and the thinner washers on the rear brac et end.

Excessive gap at the upper end of the clamp can allcw enough space for the spherical bearing to be dislodged fran the eye rod end.

5.3.2 Upset Threads Thread upset verification of all sway struts, including modified struts, shall be stamped on both ends with a 5-point star or a 6-point star, indicating that thread upset was verified at the time of manufacture or on site, respecti<ely.

Stamping verification shall be doctanented on the " complete

, support" IR or on the MWDC by the QC Inspector.

When the star stamp is not verifiable on struts that are installed, the following procedure shall be used:

a. QC shall verify thread engagement if site holes are present in the strut body.
b. If site holes are not present, Construction shall disconnect one end of the strut and attempt to back-out the threaded members on each end of'the strut body. If the threaded member will not back-out due to proper thread upset, QC shall accept the sway strut and stamp both ends with a 6-point star. If the threaded member backs-out of the strut body, QC shall return the doctsnentation package to Construction as per Paragraph 6.2 and Construction shall add site holes in accordance with appropriate construction procedures.

5.3.3 Site Holes Site holes added by Construction shall be located according to dimensions given on Attachment 12.

Socket-type couplings shall have a 1/4" diameter hole drilled througn the coupling nut and the pipe wall on both ends, one side only as shown on Attachment 12.

5.4 SWAY STRUT (VODIFICATION)

5.4.1 Unit Assembly Inspection Criteria Unit assembly inspection criteria shall be the same as the  !

original inspection criteria defined in Pa ragraph 5.3.1.1. ..>

l 5.4.2 Alignment Inspection Criteria A. ITT Grinnell sway struts sizes A, B, C,1 through 8 end plate centerline misalignment and socket weld couplings added to the extension pipe shall not exceed 1/2*.

B. NPS sway struts sizes SRS.06 through 36 centerline misalignment of socket weld couplings added to the extension piece shall not exceed 1/2*. Socket welded end coupling centerline misalignment shall be kept to a minimum.

l C. All socket welded couplings require a minimum of 1/16" pull back of the extension piece for proper fit-up.

(ANSI minimum engagement requi rements for pipe socket weld couplings are not applicable to sway strut modifi-cation.) See Attachment 4, Figure 2, for proper fit-up illus trati on .

D. Fixed strut end plate misalignment shall not exceed 1/16" fran the pipe centerline. "C-C" dimensi on snall be maintained as close as practical to assure a good pin fit. -

E. Alignment measurements for couplings added to the extension piece may be made utilizing a jig as shcwn below or other suitable measuring methods.

F. Solid type couplings on rigid struts shall not exceed 1/16" misalignment fran the pipe centerline.

9 of 40 If the measurement as taken fran the top of the jig to the sway strut varies within the dimensional tolerance given at "A" above with readings taken at 90' intervals around the strut, then the alignment may be considered to be acceptable. This measurement should be taken fran both ends of the coupling.

5.4.3 Weld Inspection Final visual inspection of weld surface shall be in accordance with Paragraph 4.3. Weld size shall be in accordance with the following table:

. 5.5 SEISMIC LIMITERS ,

i 5.5.1 Inspection Criteria Seismic Limiters (arrestors) must never be used as a welding ground, be sandblasted, or painted.

The following are inspection criteria to be used when inspecting seismic limiters:

!o A. Verify that the support cylinder can be manually ex-l tended and retraced through its full stroke length.

(See Attachment 8, for nonenclature and the Table j below for Stroke Lengths.)

of the rated load. The load should be applied in a steady manner. If the arrestor support cylinder moves easily, does not move, or ro-tates, internal damage may exist and shall be so noted on the IR.

B. Verify that the thread ama of the load-bearing bolt (or stud) does not encroach on the load-bearing por-tion of the bolt.

C. Verify special flat washers are installed between the spherical bearing and each clamp half.

NOTE: The washers allow the limiter to have 6* of fmedan (12' included angle).

5.5.2 Relative Angle Adjusting ,

When the relative angle between the end cap and the fomad bracket has been adjusted, the extension and retraction of the support cylinder shall be verified in accordance with Paragraph

5. 5.1- A.

Verify split rings on sizes k, ,1, 3, and 10 are not broken, spnJng or defonned.

Verify re-torque of ring nut for sizes 35 to 100 is 150: 20 ft./lb.

NOTE: Under no circumstances shall the end cap be rotated mort than one conplete turn fran the bottoned-out posi ti on. .

5.5.3 Extension Pipe The following are inspection criteria to be used when an extension pipe is welded to the seismic limiter.

A. Final weld surface inspection shall be in accordance with Paragraph 4.3.

B. Alignment shall be maintained within 1*. An inspection jig similar to the description given in Paragraph 5.4.2-E or other appropriate inspection techniques may be used.

C. Verify spherical bearing is properly masked and paint is applied only to the transition tube, extension pipe and fomad adapter.

5.5.4 Transition Tube /FomaM Adapter Assembly The following are inspection criteria to be used when attaching

5.5.5 Cold Setting The cold setting shall be as per the design drawing with an installation tolerance of k".

5.6 TEMPORARY SPACERS Temporary flat ba r cut to the appropriate " pin-to-pin" length requirements may be used when seismic limiters are not available for 1:nmediate installation. When supports are conpleted, with the exception of items such as limiters, all other inspections may be perfonned and the 0pplicable items signed as acceptable.

Any exceptions shall be not:J on the applicable inspections docu-ment placing an asterisk next to the inspection which cannot be c onpleted. An explanation of the incompleted inspections shall be entered in the conments section of the IR and/or in the opera-tions section of the if,lDC as per the following example:

5.7 SPRING CANS Spring cans shall be inspected to verify the spring travel stops are in place, the spring can turnbuckle is fully engaged with the support rod, all slack is removed fror, the support rod, and the jamb nut is tight.

BROWN & ROOT, INC. ISSUE CPSES NUMBER REVISION DATE PAGE JOB 35-1195 QI-QAP-11.1-28 7 MAY2g 1931 13 of 40 5.8 PIPE SUPPORTS CONTAINING LUBRITE PLATES 5.8.1 Gene ral Supports containing lubrite plate assemblies ccme with a lubrite plate, a keeper (generally a small slice of tubing),

a pipe attachment (generally a channel, tee or wide flange assembly) and usually a pipe clamp.

The pipe attachment has an unpainted smooth surface where it mates with the lubrita plate. This surface should be coated with liquid lubricant to protect it frw rusting. If not covered or if the coating is damaged, additional liquid lubricant should be applied.

When welding, care should be exertised because of possible damage to the lubrite plate and the mating surface.

See Attachment 13 for typical support with lubrite plates and Attachnent 14 for typical lubrite plates with AE-6 inserts.

5.8.2 Inspecting Pipe Supports The following are inspection criteria to be used when inspecting pipe supports with lubrite plate assemblies:

A. Verify that the mating surfaces at the lubrite plate and the machined face of the pipe attachment are parallel and level (using a torpedo level or other appropriate means).

Allowance shall be made for any cold position offset or slope indicated on the support drawing.

B. Verify that the machined surface is coated with liquid lubricant and that the AE-6 lubricant inserts are installed in the lubrite plate. Damaged surfacas shall be reccated and inserts replaced as necessary.

NOTE: Lubrite insert and lubricant coating verification shall be made prior to the support being loaded.

C. Final weld surface inspection of keepers welded to support steel shall be in accordance with Paragraph 4.3.

NOTE: Lubrite plates should not be in place when welding the keeper.

QI-QAP-11.1-28l 7lJAAY28198I 14 of 40 i D. Verify that lubrite plates are placed in the keeper (s) with the AE-6 inserts surface (s) towaMs the machined surface as illustrated in Attachment 13.

E. Verify that when the steel is erected and the support is in the loaded condition, the lubrite plate is flush against the mating surface and carrying load. Full surface contact is important to avoid point loading.

F. Verify that when a clamp is used, the correct alignment as described in 5.8.2-A above is maintained even after the clamp has been tightened.

5.8.3 Lubrite Plate Modification In some cases, lubrite plates may require the square corners to be ground off in oNer to fit into the keepers on which the corners a re radiused. If this is necessary, verify that the grind area does not penetrate into the circular AE-6 inserts.

5.9 CRITERIA FOR SHIMMING AND GROUTING WALL OR CEILING SUPPORT BASE PLATES Conponent supports utilizing base plates must have a minimum of 80% bearing surface between the plate and the concrete. The maximum allowable gap for the remaining portion of the plate shall not exceed 1/16 inch. If this criteria cannot be met, the plate must be shimmed and grouted with an epoxy grout. Shim material may consist of steel shim plates or washers of a size necessary to allow pr@er Hilti Bolt torquing without base plate defomati on. The grout filled hole shall be 1/4" diameter and shall not be drilled within 1 inch of a concrete anchor. The hele shall be located outside of the bolt hole pattern.

Floor mounted canponent supports that are not flush mcuoted, require shimming and grouting. Shim material may consist of steel shim plates or washers of a size necessary to allow proper Hilti Bolt torquing without base plate defomation.

5.10 TOLERANCES For tolerances not given in the text of this Instruction, refer to those listed in Attachment 7.

1) or the " Multiple Weld Data Card" (see Attachment 9) for that support, as appropriate. The infonnation needed to conplete this Report will be obtained fran the construction hanger documenta-tion package and physical inspection of the conponent support.

The Inspection Report Status Log (Attachment 5) shall be main-tained by QC for the purpose of tracking "QC Hanger Inspection Rep o rt . " All hold points on the Inspection Report and the Multi-ple Weld Data' Card shall be satisfied as applicable. The MWDC welding hold point shall be satisfied per Paragraph 4.2.

6.1 INSPECTION DOCUMENTATION FOR MODIFIED SWAY STRUTS All hold points assigned in the Sway Strut Modification Card (SSMC) (see Attachment 10) shall be satisfied, as applicable.

A WFML is provided on the back of the SSMC for documenting the use of the weld filler material used in modifying the strut.

6.2 FINAL SUPPORT INSPECTION When tha support is. ready for final inspection, Construction shall actify Quality Control and present to the inspector the support docunentation package for reviaw. (Inconplete packages shall be returned to Construction for further processing.)

l l If the support package is acceptable, the inspector will perfonn I a detailed visual inspection per the provisions of this Instruc-tion, conplete the Inspection Report or the Multiple Weld Data Card, as applicable, sign and return the Transmittal Form to Construction and transmit the support package Documentation to the Vault.

In addition, the QC Inspector will conplete the B01t Location and Embedment Measurements Fonn, (See Attachment 11) accurately and canpletely and then submit it to the Pernanent Plant Records Vault with the documentation package.

NOTE: The Bolt Location and Embedment Measurements Form is not a QA document. It is filled out to aid Engi-l neering in doing their final stress analysis.

Discrepancies found during inspection which cannot be corrected through nonnal clean-up or minor rework, shall be indicated on the Construction Transmittal. The transmittal and support package shall be returned to Construction for rework as needed.

When the discrepant areas have been corrected, the craft foreman will notify Quality Control of reinspection needs and resubmit the support package to the QC Inspector. If acceptable, he shall sign and date both the IR/MWDC and the Construction Transmittal. The support docmentation package shall then be transmitted to the Vault by QC and the Transmittal retumed to the craf t foreman for processing in accoNance with existing site procedures.

7.0 DISCREPANCIES THAT CANNOT BE CORRECTED Discrepancies that cannot be corrected through nonnal course of construction shall be reported on an NCR in accordance with existing site procedures.

8.0 CODE CERTIFICATION If a vendor fabricated item is modified and all the vendor's welds are removed, the ASME code data plate must be removea fr a the item. If one or more welds remain, the code plate will remain attached to the item. Code data plates that are renoved shall be turned into the QC Supenisor.

9.0 ADJUSTMENTS DURING START-UP TESTING Any hanger adjustments required during start-up testing will be acceplished by the TUGC0 Start-up group.

A history log by system and/or sub-system will be maintained

, by the TUGC0 Start-up Test Engineer (STE) indicating hangers by ntrnber that had adjustments made to them and amount of adj ustment.

This log will be forwanfed to the B&R Site QA Manager at cmpletion of start-up activity. Any hangers requiring reinspection as determined fran this log will be inspected by B&R QC and documented on an Inspection Report if satis-factory per drawing or on a Nonconformance Report if not in cmpliance with drawing.
