METHOD OF IDENTIFICATION OF PROPOSED CHANGES T0 TECHNICAL SPECIFICATI0NS'- MCGUIRE NUCLEAR STATION, UNITS 1 AND 2

                     -The NRC staff has. observed that two different techniques to identify proposed Technical Specification changes are used from time to time by Duke Power =                                           !

Company in its various applications for' amendments to. the McGuire operating licenses. One technique uses-'"pen. and ink"' notations in combination with-vertical lines in the right; hand page margins -to identify intended changes

                     ..to the individual TS pages. -The other technique uses retyped pages plus                                            :

vertical lines to designate changes.

The NRC uses computerized text processing by a_ secretarial pool to' implement revisions.to TS pages for the McGuire and Catawba Nuclear Stations. We find the pen and ink changes to be more resource efficient and to provide less ' opportunity for mistakes. Conversely, computerizsd text processing has not yet

                     -been implemented for TS changes on Oconee.                           Thus, for Oconee your' continued use             ,

of retyped and lined pages is advantageous because these pages are frequently  ! used, as submitted for our replacement pages in the amendments. Accordingly, we request that TS change requests for McGuire be based upon y'our pen and ink identified changes, as is presently the practice on Catawba. .  !
