On May 24,2012, the U.S. Nuclear Regulatory Commission (NRC) completed an examinationat Oyster Creek Nuclear Generating Station. The enclosed report documents the examinationfindings, which were discussed on June 12, 2012, with Messrs. Chris Symonds, Jere Freeman,and other members of your staff.The examination included the evaluation of five applicants for reactor operator licenses, twoapplicants for instant senior operator licenses, and two applicants for upgrade senior operatorlicenses. The written and operating examinations were developed using NUREG-1021,"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1.The license examiners determined that all of the nine applicants satisfied the requirements of10 CFR Part 55, and the appropriate licenses were issued on June 12,2012.No findings were identified during this examination.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and itsenclosure will be available electronically for public inspection in the NRC Public DocumentRoom or from the Publicly Available Records (PARS) component of NRC's document systemAgencywide Document Access and Management System (ADAMS). The facility licensee developed theexaminations using NUREG-1 021, " Operator Licensing Examination Standards for PowerReactors," Revision 9, Supplement 1. The written examination was administered by the facilityon May 24,2012. NRC examiners administered the operating tests on May 14 - 17,2Q12. Thelicense examiners determined that all nine applicants satisfied the requirements of10 CFR Part 55, and the appropriate licenses have been issued.A. 4. OTHER ACTTVITIES (OA)4OA5 Other Activities Initial Operator License Examination).1 License Applicationsa. ScooeThe examiners reviewed all nine license applications submitted by the licensee toensure the applications reflected that each applicant satisfied relevant license eligibilityrequirements. The applications were submitted on NRC Form 398, "PersonalQualification Statement," and NRC Form 396, "Certification of Medical Examination byFacility Licensee." The examiners also audited all of the license applications in detail toconfirm that they accurately reflected the subject applicant's qualifications. This auditfocused on the applicant's experience and on-the-job training, including controlmanipulations that provided significant reactivity changes.b. FindinqsNo findings were identified..2 Operator Knowledqe and Performancea. Examination ScopeOn May 24,2012, the licensee proctored the administration of the written examinationsto all nine applicants. The licensee staff graded the written examinations, analyzed theresults, and presented their analysis to the NRC on June 1 ,2012.The NRC examination team administered the various portions of the operatingexamination to all nine applicants on May 14-17,2012. The five applicants for reactoroperator licenses participated in two or three dynamic simulator scenarios, in a controlroom and facilities walkthrough test consisting of eleven system tasks, and anadministrative test consisting of four administrative tasks. The two applicants seeking aninstant senior operator license participated in three dynamic simulator scenarios, acontrol room and facilities walkthrough test consisting of ten system tasks, and anadministrative test consisting of five administrative tasks. The two applicants forupgrade senior operator licenses participated in two dynamic simulator scenarios, acontrol room and facilities walkthrough test consisting of five system tasks, and anadministrative test consisting of five administrative tasks.Enclosure 2b. FindinqsAll nine of the applicants passed all parts of the examination. For the writtenexaminations, the reactor operator applicants' average score was 92.26 percent andranged from 90.66 to 93.33 percent, the senior operator applicants' average score was92 percent and ranged from 88 to 93 percent. The overall written examination averagewas 92.15 percent. The text of the examination questions, the licensee's examinationanalysis, and the licensee's post-examination comments may be accessed in theADAMS system under the accession numbers noted in Attachment 1. In accordancewith current NRC policy, the release of this written examination in ADAMS to the publicwill be delayed for two years.The NRC examiners completed the final grading of the written examination on June 4,2012, and conducted a review of each missed question to determine the accuracy andvalidity of the examination questions. In accordance with current NRC policy, therelease of this written examination will be delayed for two years. The text of theexamination questions, the licensee's examination analysis, and the licensee's post-examination comments may be accessed in the ADAMS system under the accessionnumbers noted in the attachment.Chapter ES-403 and Form ES-403-1 of NUREG 1021 require the licensee to analyze thevalidity of any written examination questions that were missed by half or more of theapplicants. The licensee conducted this performance analysis for all questions that metthese criteria and submitted the analysis to the chief examiner.The licensee submitted no post-examination questions or comments.The text of the examination question and the licensee's examination analysis may beaccessed in the ADAMS system under the accession numbers noted in theAttachment 1. ln accordance with current NRC policy the release of this writtenexamination will be delayed for two years..3 lnitial Licensinq Examination Developmenta. Examination ScopeThe facility licensee developed the examinations in accordance with NUREG-1021,Revision 9, Supplement 1. All licensee facility training and operations staff involved inexamination preparation and validation were listed on a security agreement. The facilitylicensee submitted both the written and operating examination outlines on February 29,2012. The chief examiner reviewed the outlines against the requirements ofNUREG-1021 , and provided comments to the licensee. The facility licensee submittedthe draft examination package on March 30,2012. The chief examiner reviewed thedraft examination package against the requirements of NUREG-1021, and providedcomments to the licensee on the examination on April 9,2012. The NRC conducted anonsite validation of the operating examinations and provided further comments duringthe week of April 16,2012. The licensee satisfactorily completed comment resolutionprior to the administration of the examination.Enclosure 3b. FindinosThe NRC approved the initial examination outline and advised the licensee to proceedwith the operating examination development.The examiners determined that the written and operating examinations initially submittedby the licensee were within the range of acceptability expected for a proposedexamination.No findings were identified..4 SimulationFacilitvPerformancea. Examination ScopeThe examiners observed simulator performance with regard to plant fidelity during theexamination validation and administration.b.
