In accordance with 10 CFR 71.101(f) Holtec Decommissioning International (HDI) is notifying the NRC that it will apply the HDI Fleet Decommissioning Quality Assurance Program (DQAP)

(Reference 1) approved by the U.S. Nuclear Regulatory Commission (NRC) on January 12, 2021, to Oyster Creek Nuclear Generating Station, Pilgrim Nuclear Power Station, Indian Point Nuclear Generating Station Units 1,2 and 3, Palisades Nuclear Power Plant and Big Rock Point Plant. The Commission-approved quality assurance program satisfies the applicable criteria of subpart H of part 71, Appendix B of part 50 and subpart G of part 72.

Enclosures to this letter have the proposed changes to NRC Form 311 the Quality Assurance Program Approval Form for Radioactive Material Packages No. 0964 for Oyster Creek Nuclear Generating Station, No. 0963 for Pilgrim Nuclear Power Station, No. 240 for Indian Point Units 1,2 and 3 and No. 0937 for Palisades Nuclear Plant and Big Rock Point.

There are no regulatory commitments in this letter.
