HOLTEC DECOMMISSIONING INTERNATIONAL PROPOSED REVISIONS TO THE QUALITY ASSURANCE PROGRAM APPROVAL FORMS FOR RADIOACTIVE MATERIAL PACKAGES
Dear Jean Fleming:
By letter dated August 3, 2022 (Agencywide Documents Access and Management System
[ADAMS] Accession No. ML22215A177), Holtec Decommissioning International, LLC (HDI) notified the Nuclear Regulatory Commission (NRC) of its intent to apply its HDI Fleet Decommissioning Quality Assurance Program (DQAP) to its activities related to packaging and transportation of radioactive materials at Oyster Creek Generating Station, Pilgrim Nuclear Power Station, Indian Point Nuclear Generating Station Units 1,2, and 3, Palisades Nuclear Power Plant and Big Rock Point Plant. The HDI DQAP was previously approved by the NRC in a letter dated January 12, 2021, (ML21011A106).
A revised Quality Assurance Program (QAP) Approval for Radioactive Material Packages form for each of the applicable locations is enclosed with this letter. These Approvals satisfy the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 71.17(b) and 71.101(c) for a QAP approved by the NRC.
Termination of a materials license does not cause an Approval to be automatically terminated.
If you wish to amend an Approval and have determined it reduces commitments, or terminate the Approval, please request it in writing.
This letter also serves as a reminder that if you are using or planning to use an NRC-approved package, you must be registered for use of that package with NRC. Registration for use of NRC-approved packages should be made pursuant to 10 CFR 71.17(c)(3).
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs ADAMS, accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html.
