OYSTER CREEK NUCLEAR GENERATING STATION - DISCONTINUATION OF RADIOLOGICAL MONITORING AT A SAMPLE LOCATION WITHIN THE SANITARY SEWERAGE SYSTEM

Dear Jeff Dostal:

This letter is to document the results of a teleconference between the U.S. Nuclear Regulatory Commission (NRC) staff and members of the Holtec Decommissioning International, LLC (HDI) staff that took place on January 12, 2023. The purpose of the call was to discuss the discontinuation of radiological monitoring within the sanitary sewerage system for the Oyster Creek Nuclear Generating Station (OCNGS), which is currently decommissioning.

In April 2022, HDI provided a request to the Ocean County Utilities Authority (OCUA) to terminate the July 27, 1982, sewer tie-in agreement between the OCUA and OCNGS, based on planned sewer line capping activities associated with decommissioning and dismantlement efforts at the OCNGS site. Specifically, HDI requested that the OCUA suspend the requirement to have continuous radiation monitoring of the OCNGS sewage collection pit after capping the associated sewer lines.

In October 2022, the OCUA responded with a letter requesting that the NRC and the New Jersey Department of Environmental Protection (NJDEP) be notified to solicit any concerns regarding removal of the associated radiological monitoring within the OCNGS sewerage system. The NJDEP provided a letter in December 2022 that confirmed it had no concerns regarding the termination of the OCNGS sewer tie-in agreement as it relates to radiological sampling and monitoring of the OCNGS sewerage system prior to discharge.

During the January 2023 teleconference, HDI and NRC staff both observed that the sampling location within the OCNGS sewage collection pit is not referenced in the Stations Offsite Dose Calculation Manual or relied upon for OCNGS to meet the annual radioactive effluent release reporting requirements under the OCNGS Radiological Environmental Monitoring Program.

Therefore, the NRC staff has determined that since the sewer lines associated with facility radiological operations are being capped, the discontinuation of radiological monitoring of the OCNGS sewerage system will have no impact to public health and safety or the environment.

Accordingly, the NRC staff has no concerns regarding termination of the OCNGS sewer tie-in agreement, or the associated radiological monitoring of the sewer, after capping is completed.February 8, 2023 In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs Agencywide Documents Access and Management System (ADAMS).
