Gentlemen:

SUBJECT: REPORT NOS. 50-413/85-42 AND 50-414/85-44

The NRC Systematic Assessment of Licensee Performance (SALP) Board has completed

its periodic evaluation of your Catawba facility. This facility was evaluated

for the period of March 1, 1984, through September 30, 1985. The results of the

evaluation are documented in the enclosed SALP Board Report. This report will be

discussed with you at your offices in Charlotte, North Carolina on January 10,

1986.

The performance of your Catawba facility was evaluated in the functional areas

of plant operations, radiological controls, maintenance, surveillance, fire

protection, emergency preparedness, security, outages, training, quality

programs and administrative controls affecting quality, centainment,

safety-rel ded structures and major steel supports, piping systems and supports,

safety-related components-mechanical, auxiliary systems, electrical equipment

and cables, instrumentation, preoperational and startup testing, and licensing

activities.

The overall performance of your Catawba facility was satisfactory. Management

attention and involvement were evident in both construction and operating

activities. No significant weaknesses were identified. Strenoths were noted in

the fire protection program; security program; containment, safety-related

structures, and major steel supports area; and the piping systems and supports

area. Particularly noteworthy was the apparent dedication, at all levels,

toward producing quality work.

Any comments you have concerning our evaluation of the performance of your

facility should be submitted to this office within 30 days following the date of

our meeting in Charlotte, North Carolina. Your comments, a summary of our

January 10, 1986, meeting, and my disposition of your comments will be issued as

appendices to the enclosed SALP Board Report.

Should you have any questions concerning this letter, we will be glad to discuss

them with you.
