SUBJECT:

TECHNICAL SPECIFICATION CHANGES The Comission has issued Amendment No.16 to Facility Operating License No. R-56 for the University of Florida reactor. The amendment consists of changes to the technical specifications in response to your submittal dated October 17, 1985.

The amendment corrects a typographical error in the technical specification changes issued with Amendment No. 15. On page 12 of the technical specifications, Section 3.4, " Limitations on Experiments" is changed to read "3.5 Limitation on Experiments."

This amendment involves administrative changes only. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

A copy of Amendment No.16 is enclosed.
