/ University of Florida ATTN: Mr. J. S. Tulenko Chairman, Nuclear Engineering Sciences Department 202 Nuclear Sciences Center Gainesville, FL 32611 Gentlemen:

SUBJECT:

EMERGENCY NOTIFICATION PROCEDURES FOR RESEARCH REACTOR LICENSEES Recent questions have arisen concerning the proper NRC contact for receipt of research reactor licensee emergency notifications during both drills and real situations.

In the past, several' research reactor licensees have been making emergency notifications to their respective NRR project managers. This is contrary to the system NRC has established to handle such emergency communications. l Specifically, all notifications (including those for drills) should be made to the appropriate Regional Office or to the NRC- Operations Center in Bethesda, Maryland. Using the proper channels will assure that the appropriate information will be disseminated within our own organization, such that a timely and efficient NRC response can be initiated if necessary.

Please find enclosed IE Information Notice No. 86-28: Telephone numbers to the NRC Operations Center and Regional Offices. This notice indicates the proper points of contact for notifications as well as the current telephone numbers for each.

If you should have any Mr. Thomas R. Decker 404) at (questions 331-2559. concerning this matter, please contact Sincerely, 1

NUCLEAR REGULATORY ComISSION ,

0FFICE OF INSPECTION AND ENFORCEMENT WASHINGTON, D.C. 20555 April 24, 1986 IE INFORMATICN No. 86-28: TELEPHONE NL'MBERS TO THE NRC OPERATIONS CENTER AND REGIONAL OFFICES Addressees:

All NRC licensees except nuclear power facilities and fuel facilities with an installed Emergency Notification System (ENS).

Purpose:

This notice is being issued to ensure that recipients are aware of the correct commercial telephone numbers for the NRC that are to be used to report inci-dents and reportable items as required by the regulations and license condi-tions. In addition, it is considered prudent that recipients assure that other telephone numbers used for emergency notifications are correct, and provisions exist for periodic updating.

It is expected that recipients will review and foNard the information in this notice to cognizant individuals for review and appre;:riate use. Suggestichs contained in .this infore, ation cotice do not constitute NRC requirements; therefore, ne specific action or written response is required.

Description of Circumstances:

As a result of the incident at the Sequoyah Fuels Corporatien on January 4, 1986, it was determined that some telephone nebers held by the licensee for emergency notification and assistance were incorrect. For exas-ple, the numbers for the NDC Region IV office and DOE emergency radiological assistance were incorrect. In addition, the DOE number was improperly identi-fled in the radiological contingency plan under a listing for NRC. A prelisi-nary review of other contingency plans indicated that this situation is not unique to Sequoyah fuels Corporation.

Discussion:

The following commercial telephone numbers are available for notification to the NRC of incidents and reportable items during norsal office hours.
