APPROVAL OF CHANGES TO THE UNIVERSITY OF FLORIDA TRAINING REACTOR EMERGENCY PLAN The staff of the U..S. Nuclear Regulatory Commission (NRC) has completed its review and evaluation of changes to the emerce cy plan for the Unfversity of Florida Training Reactor that you submitted on March 3, 1987, in compliance with 10 CFR 50.54(q). The changes were reviewed against the requirements of Appendix E to 10 CFR Part 50, the guidance criteria set forth in Revision 1 to Regulatory Guide ?.6 and a

ANSI /ANS-15.16-1987, " Emergency Planning for Research Reactors."

MJ Based on its review, the stoff concludes that the changes to the emergency plan for the University of Florida Training Reactor meet both the requirements of the regulations and the guidelines provided to you.

The changes do not decrease the effectiveness of your approved plan, and are, therefore, acceptable. We request that you begin to implement your
