related to findings discussed in Inspection Report No. 50-83/87-01 which was

Subject: Program for Transportation of Radioactive Materials - Inspection

Report No. 50-83/87-01

An Enforcement Conference was held at the University of-Florida, Gainesville,

Florida on February 26, 1987, to discuss-the adequacy of the licensee's program

for transportation of licensed radioactive material.

The attendance list is attached as Attachment A to this Summary. A copy of the

outline used for the licensee's presentation is attached as Attachment B.

Licensee representatives discussed the conditions and events leading to the

'

transportation incident and the meetings held by the Reactor Safety Review

.

Subcommittee (RSRS) in response to the apparent transportation violation

'

identified in Inspection Report No. 50-83/87-01. ' Licensee concluded that

shipments across campus had not met Department of Transportation requirements

due to a misinterpretation of the site boundary designation for waste

shipments. To insure adherence to 19 CFR 71.5(a) the licensee proposed that

- prior to any further waste shipments a Standard Operating Procedure (S0P) with

appropriate. checklists would be developed and approved by the RSRS, and

training on this S0P would be conducted for reactor staff and appropriate

Radiation Control perrennel.

NRC representatives discussed the NRC Enforcement Policy in general and

expressed the opinion that the University of Florida staff evaluation of the

incident had served to clarify and promote a common understanding of the issue.
