Dear Mr. Keppler:

On June 7, 1983, Mr. S. J. Brewer of Public Service Company of Indiana, Inc.

(PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). This item pertains to the lack of quality assurance -

involvement (fabrication inspection) in the fabrication of Seismic Category I HVAC ductwork which does not serve a safety-related function. This lack of involvement is not consistent with PSI's commitment to Regulatory Guide 1.29, Revision 3. PSI has determined that.had this problem gone uncorrected, the potential exists for a situation to have arisen whereby a safety-related function could have been impaired during a seismic event due to the failure of non-safety-related equipment.

PSI has defined the scope of the problem and is currently working to determine the necessary corrective ac:fon. This letter is intended to fulfill the thirty (30) day reporting requirements of 10 CFR 50.55(e) and is considered to be an interim report. A further report will be filed on or before November 4, 1983. If you have any questions regarding this matter, please contact me at your convenience.
