This refers to your Inspection Reports 50-317/78-26 and 50-318/78-20 which transmitted an item of apparent non-compliance with NRC require-ments. Enclosure (1) to this letter is a written statement in reply to the item noted in Appendix "A" of your letter of October 6,1978.

1 ENCLOSURE (1) 1 REPLY TO NRC LETTER DATED OCTOBER 6. 1978 l NRC INSPECTION REPORT 50-317/78-26: 50-318/78-20  ;

This event occurred because some Control Room Operators (CRO's) believed that when Rad-Chem was informed of the inoperable containment particulate monitor that the responsibility of ensuring compliance with the Technical Specification passed on to them also. To clarify this policy, the Nuclear Plant Engineer-Operations in a letter to all CRO's informed them that they are always responsible for verifying compliance with Action Statement requirements even though they may not actually perform them. This letter was distributed on September 22, 1978, with a copy routed to Shift Super- c visors and Senior Control Room Operators. It is believed this action is sufficient to prevent a recurrence.
