.. Gentlemen:,

Genericitetter 88-17 described : concerns and recommended actions forf operation -of the

};

Reactor v Coolant System (RCS) and Shutdown Cooling o(SDC) - System - during - reduced i

L, inventory conditions. 'In c response. to the Generic Letter, Baltimore Gas. and Electric

- (BGAE) CompanySimplemented the expeditious actions described in ' Reference (b) and is

=l l implementing ' programmatic enhancements as described in Reference (c). -The programmatic l

enhancements in Reference (c) indicated that BG&E would take - action to submit an j

amendment request. which -would reduce the minimum flow rates; allowed' by Technical LSpecifications in order l to reduce the likelihood of air ingestion into ; the SDC system i

as 3 a Tresult of vortexing. Our intent was to submit that license amendment ' request during April" 1990.

4 Baltimore Gas and ! Electric had previously incorporated reduced SDC flow requirements

~during mid-loop operations at Calvert Cliffs (see Amendment'Nos. 38 and 21 for Units 1-Land.' 2, respectively, from - 1979). Subsequent to the Generic Letter, BG&E' has m

N conducted ivortex ? testing and participated in a Combustion Engineering Owners Group I

-effort to' develop appropriate Technical Specification changes for reducing the shutdown.

cooling flow rate.LThe Owners Group report was received by BG&E in August 1990-and is currently under review for plant-specific implementation.

Our license amendment request is~ now expected to be submitted during October i990.

J

. Since Calvert Cliffs has previously - incorporated reduced SDC ' flow ' requirements ' during mid-loopL operations : the proposed: changes will provide increased margin' to vortexing conditions and additional operational-flexibility.

Should - you ' have any questions regarding this matter, we will be pleased to discuss them s

with you.

Very truly yours j
