Gentlemen:

Consistent with the agreement noted in the subject report lthis. letter is to tell you of our progress to' date regarding unresolved < item 90-04-02/02 ' and to ' identify? schedular slippage past, the June 1,1990 target date discussed, s
The subject report reveals that the emergency classification and emergency action level scheme for Calvert Cliffs Nuclear Power Plant is consistent with the intent of NUREG.0654, Appendix 1, and with the requirements of 10 CFR 50. However, differences between this scheme and NUREG-0654 were noted as needing modification. ! Additionally, several suggestions of areas for improvement were -
also noted.

Baltimore Gas and Electric Company has actively pursued resolution of the noted concerns. - Our 3
actions have included preparation of revised.EAL's,' review and approval through.the Plant Operations and Safety Review Committee, operator training conducted over a 5-week training cycle, 7
and briefing of the 3 Plume Zone County Commissions.- We have also twice conferred with members of your staff to clarify matters of concern, i
In the course of these activities, we have carefully evaluated the expected impact of the revisions as they would have applied to previously experienced. operating conditions. In this review, we -
determined that our initial proposed policy might have resulted in the consequence of declaring some o
Unusual Events below the justifiable threshold. We are conducting a more detailed review to
.)
evaluate and refine our proposed revision.. In light of this additional review, we have extended our '
l expected completion date to July 1,1990. We feel we can implement a single change to resolve all y
outstanding issues by that date rather than implement a partial resolution now with a second, later revision. Should our plans require further modification, we will keep you informed.-
