Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Proposed Technical Specification knendment Technical Specification 4.9.11.2 Gentlement This letter supplements my letter dated April 23, 1990 which submitted a proposed amendment to Technical Specification 4.9.11.2 for the Fuel llandling Ventilation Exhaust System.

The wording in the Technical Specification and Bases has been changed to clarify my previous submittal.- Thir change is administrative only. All conclusions in my previous submittal are still valid.

Based upon Duke's recent experience with a similar amendment for McGuire Unit 1. I am requesting that this change be approved until August 26 _1991.

This time period corresponds to the next due date for the eighteen month surveillance on Catawba Unit 2. This time period will allow evaluation of the most current industry standard, ASTM D3803-89, and its impact by Duke hver. The surveillance date for Catawba Unit 1. December 13, 1990, will not provide a sufficient time interval to evaluate ASTM D3803-89. We also understand that the guidance of Regulatory Guide 1.52 is being reviewed by the NRC for periodic updating, including its references to appropriate industry standards. Information from this review would be useful to us in

.our evaluation of ASTM D3803-89.
