Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Proposed Technical Specification Amendment Technical Specification 4.9.11.2 Gentlemen:

My letter dated April 23, 1990 submitted a Proposed Technical Specification (TS) amendment to TS 4.9.11.2. This change will require laboratory testing of the carbon samples from the Fuel Handling Ventilation Exhaust System (VF) per ASTM D3803-86 Test Method "A", for a methyl iodido penetration of less than 0.71%. This submittal was supplemented on May 17, 1990, making administrative changes, and limiting the time of approval for the amendment to August 26, 1991. This letter supplements my previous submittals referenced above.

Because of postulated low voltage, which has made it necessary to change the laboratory test method for carbon adsorber sampics, it is also necessary to change the VF system heater powe* dissipation test. The existing TSs require a VF system flow of 15,565 cfmi 10% and a heater dissipation of 801 BKW (TS 4.9.11.2.d.4). The heater dissipation requirement will be changed to 80 + 8KW/-17.3KW. These numbers are based on the postulated low voltage condition, with a corresponding heater capacity decrease. As stated in my previous submittal, the maximum expected relative humidity under the worst case of highest flow and lowest voltage is 74%. The laboratory test of carbon samples will be conservatively tested per ASTM D3803-86, Test Method "A" which uses a relative humidity of 95%.

This change to TS 4.9.11.2.d.4 reflects the heater power dissipation using the lowest postulated voltage conditions. My previous submittal, referenced above, changes the laboratory test method to ensure that offsite and onsite doses are not adversely affected. The analysis in my previous submittal remains valid. This proposed change involves no significant hazards considerations.
