Dear Mr. DeYoung:

In accordance with your Order Imposing Civil Monetary Penalties, dated February 23, 1982, and 10CFR2.205, Carolina Power & Light Company (CP&L) hereby remits the enclosed check in the amount of forty thousand dollars

($40,000.00) for payment of the civil penalties imposed following the overexposure of a worker on August 15, 1981 at our H. B. Robinson Steam Electric Plant Unit No. 2.

As requested in your order, CP&L will re-examine its radiation control program to identify the underlying causes of the program's alleged failure during this incident. However, we feel that the long term corrective actions described in our letter of January 5, 1982 are sufficient to preclude further incidents of this nature.

The payment of this civil penalty was originally mailed to your office on March 22, 1982, and was apparently lost in the mail. A copy of the original letter is enclosed. Payment on the first check, Check No. 2010531, dated March 16, 1982, has been stopped.
