NRC CIRCULAR NO. 76-02 Ref: 1. NRC Letter to UE dated August 17, 1976

2. UE Letter to NRC (ULNRC-169) of September 27, 1976 During an inspection at the Callaway Plant site on December 4-6, 1978, Mr. Schweibinz noted that our response-(Reference 2) to the subject circular was not adequately supported.

Specifically, our statement that Westinghouse BF and BFD type relays were not incorporated in design of safety-related systems at Callat,ay could not be supported by. the designer's investigation, which apparently covered only the Westinghouse NSSS scope of supply.

i In a. telephone conversation on December 8, our Mr. D. F.

Schnell informed Mr. Schweibinz that we had directed Bechtel to -

review all safety-related systems for possible.use of these relays.

The attached response fron Bechtel, letter No. BLSE-6754 dated December 13, 1978, confirms that no BF or BFD relays are presently used in safety-related portions of the SNUPPS (Callaway) design, either within the NSSS or the Bechtel scope of supply.
