This responds to Dr. Dale A. Power's letter dated April 27,1999, which transmitted Inspection Report 50-483/99004.

This letter confirms that Union Electric Company commits to make available for NRC review, an action plan outlining the scope and completion dates of a project to ensure through analysis or modification the repositioning capability of safety-related motor-operated valves following postulated hot shorts caused by a control room fire.

The inspection report refers to 42 valves that require evaluation. The motor-operated valves specifically discussed in the inspection report were identified as a result of a preliminary review. Therefore, the scope of motor-operated valves that will be included in the specified action plan is subject to change. The action plan will be made available g 1

for NRC review no later than June 7,1999. I 'd None of the material in the response is considered proprietary by Union Electric.
