FACILITY OPERATING LICENSE NPF-30 PHYSICAL SECURITY PLAN. REVISION 28A The Callaway Plant is presently installing a new security computer system. This is being done to correct year 2000 compliance deficiencies with the present Arvin Diamond security computer system.

The Callaway s'lant Security System Replacement Transition Plan was developed to; provide necessary guidelines for the effective installation of the new system, ensure efficient transition from the old to the new systems, and maintain Security Plan requirements during and after the transition period.

The Callaway Plant Security Department is submitting this Transition Plan as an addendum to the Callaway Plant Physical Security Plan. The Transition Plan will remain in an addendum to the Security Plan until the security computer system transition is completed. At that time, another revision to the Security Plan will be submitted to remove the addendum and to make any permanent changes to the Plan that are necessary due to the installation of the new system.

Therefore, Union Electric Company is submitting Revision 28A to incorporate the Transition Plan as an addendum to the Callaway Plant Physical Security Plan. Pursuant to the requirements of 10 CFR 50.54(p), four copies of the Callaway Plant Security System Replacement Transition Plan are furnished. The temporary changes incorporated in the plan addendum are consistent with 10 CFR 50.54(p) and do not decrease the effectiveness of the security program.
