DOCKET NUMBER 50-483 CALLAWAY PLANT PRESSURIZER SURGE LINE THERMAL STRATIFICATION

Reference:

NRC Bulletin 88-11, dated December 20, 1988 NRC Bulletin 88-11 requested licensees to establish and implement a program to confirm pressurizer surge line integrity with regards to thermal stratification.

This is to be accomplished by:

a) performing a visual inspection, b) performing a generic bounding analysis to demonstrate that the pressurizer surge line meets the applicable design codes, c) obtaining monitoring data, as necessary, and; d) updating the stress and fatigue analysis to account for stratification and striping.

In accordance with Action Item 1.a, a visual inspection of the surge line was performed during the Callaway Refuel III outage (e.g., 3/31/89 to 5/22/89).

The piping, pipe supports, and whip restraints were inspected and showed no signs of damage from surge line movement.

Action Item 1.b required a generic bounding analysis be performed within 1 year of receipt of the bulletin to demonstrate that the pressurizer surge line would meet the applicable design codes. This requirement has been satisfied for Callaway Plant through the Westinghouse Owners Group (WOG) as demonstrated in WCAP-12277. WCAP-12277 provides the approach and basis for the bounding evaluation for all domestic Westinghouse plants and has been reviewed and accepted by NRC. information obtained from four detailed stress analyses l and twelve interim evaluations that include finite element structural analyses. The WCAP is based in part on the Callaway Plant and is therefore directly applicable to Callaway.

Action Item 1.c suggested the use of data collection to detect temperature distribution and thermal movements. The WOG program has obtained data through collective efforts and has developed temperature l profiles and thermal transients based on the data. This information was considered'in the development of WCAP-12277 and will be used in the detailed stress and fatigue analysis. No further actions are required for this action item.

Action item 1.d required a detailed quantitative analysis be performed which would include updates to the stress and fatigue evaluations of the surge line to include the effects of stratification. A WOG program has been initiated to develop the methodology for the analysis, to which the Callaway plant-specific variables (e.g., seismic and thermal loadings) will be applied.

This analysis will form the basis for the updated stress reports. This action will be completed by December, 1990.

In conclusion, NRC Bulletin 88-11, Action Items 1.a and 1.b have been completed and activities associated with Action Item 1.d, the detailed stress and fatigue analysis, are ongoing through the WOG and are expected to be completed by December, 1990. Documentation associated with this program is being. maintained at Callaway Plant and is available for review by the NRC staff.
