Dear Mr. Keppler:

On June 27, 1980, Mr. S. J. Brewer of Public Service Cocpany of Indiana, Inc., (PSI) notified your offx e of a potentially reportable item as required by 10 CFR 50.55(e). Res:Its of reinforcing steel inspections perfomed during the Construction Verification Program in accordance with SPP-2 have shown that there are instances where reinforcing steel installation does not meet specification requirements. These instances occur in the generic areas of clear cover, member thickness, si::e of reinforcing bar, number of bars and bar spacing.

For those reinforced concrete elements affected by the above ite=s an engineering evaluation will be performed to determine if the element can resist the design basis loads in its present condition.

For those reinforced concrete elements where a concern does exist, the following corrective actions will be carried out to mitigate such conce ms:

1. Concrete cover a) 100 much cover - (affects effer >=. ' cth) - add extra bars by drilling and grouting.

b) Not enough cover - (affects corrosion resistance, fire l protection and bond) - gunite surface to insure cover f locally. l

2. Member Thickness Drill and grout extra bars to offset reduction in = ember strength.

A more detailed description of these concerns and corrective actions will be available as part of the report on the Construction Verification Program in the near future.
